چکیده

در کشورهای درحال‌توسعه، مشاهده می‌شود که سازمان‌های عمومی خدمات شهری با نوعی بی‌تحرکی، ایستایی و عدم انعطاف مواجه هستند که منجر به ناکارآمدی، ضعف در ارائه خدمات، ضعف در یکپارچگی اداره امور شهر و نارضایتی شهروندان شده است. این حالت با عنوان اینرسی سازمانی شناخته می‌شود. پژوهش حاضر با هدف شناسایی علل و پیامدهای اینرسی سازمانی در سازمان‌های خدمات شهری مشهد انجام شده است. این پژوهش کیفی و بر پایه نظریه داده بنیاد با رویکرد ظاهر شونده انجام شده است. جامعه موردمطالعه شامل مدیران با سابقه شهرداری، اعضای شورای شهر و همچنین اساتید دانشگاهی می‌باشند که سابقه تعامل مطلوبی با سازمان‌های خدمات شهری داشته‌اند. پس از انجام مصاحبه نیمه ساختار یافته با 21 نفر، اشباع نظرات حاصل شد. داده‌های حاصله در فرآیند کدگذاری باز، محوری و انتخابی تحلیل شدند. یافته‌های پژوهش نشان‌دهنده علل و پیامدهای اینرسی سازمانی شامل علل درون‌سازمانی، علل زمینه‌ای، علل در سطح شهری، علل ناشی از جو سیاسی اداره شهر، پیامدهای درون‌سازمانی، پیامدهای اجتماعی و پیامدهای در سطح شهری می‌باشند. نتیجه نهایی تحقیق نیز شامل ارائه نظریه‌ای جوهری از علل و پیامدهای اینرسی سازمانی است.
